A Closer Look at Child Advocacy in Rochester with Mary Whittier
Mary Whittier, Interim CEO of the Child Advocacy Center (CAC) of Greater Rochester, joined the Rochester Living Podcast for an important conversation about child abuse, community support, and the critical work being done to protect children in Western New York.
The discussion covered the prevalence of child sexual abuse, the systemic changes that have improved how victims are treated, and how the CAC has grown from a small operation into a multi-million dollar organization serving thousands of children. Mary also highlighted the importance of prevention education and having trusted adults in a child's life.
The Reality of Child Abuse
Mary opened the conversation by addressing a difficult truth: child sexual abuse is far more common than people want to believe, and it happens across all neighborhoods and socioeconomic backgrounds.
"People want to think that child sexual abuse happens to the poor inner city kid. People are so misinformed. This is all across America. This is every neighborhood. This is every socioeconomic status."
She shared that 1 in 10 children will suffer some form of sexual abuse by the time they turn 18, yet less than 10% will disclose it. This silence is often because 90% of children are abused by someone they know, love, or trust—such as a family member, coach, or neighbor.
A Better System for Victims
Before the CAC model was established, the system often revictimized children by forcing them to repeat their traumatic stories to teachers, counselors, principals, law enforcement, doctors, and child protective services.
The Child Advocacy Center changed this paradigm. Now, children come to a warm, welcoming environment where they tell their story once to a trained interviewer, while all necessary professionals observe from behind a two-way mirror.
"That kid tells their story and someone from the DA's office, law enforcement, CPS, advocate, all can hear that account all at the same time. So they're not repeating and being revictimized by the very system that is supposed to be helping."
This collaborative approach not only reduces trauma for the child but also leads to better outcomes for prosecution and treatment.
The Importance of Trusted Adults
Mary emphasized that teaching kids about "stranger danger" is a fallacy, as most abuse is perpetrated by trusted individuals. Instead, the CAC focuses heavily on prevention education, teaching children and professionals about the concept of a "trusted adult."
Having just one trusted adult who listens and believes a child can make a massive difference in their recovery and ability to cope.
Supporting the Frontline Workers
The conversation also touched on the immense emotional toll this work takes on the professionals involved. The CAC investigates not only sexual abuse but also severe physical abuse and child fatalities.
To combat burnout and vicarious trauma, the organization provides robust support for its team, including regular sessions with a therapist and team appreciation events. Despite the heavy nature of the work, Mary noted that the team is driven by the success stories—seeing children heal and thrive years later.
Community Support and the Future
Since opening its doors in 2004, the CAC of Greater Rochester has served over 33,000 children. Operating with a $4.5 million budget, the organization relies heavily on community philanthropy, with two-thirds of its funding coming from events, foundations, and individual donors.
As Mary prepares to transition out of her interim role, she expressed excitement for the incoming CEO, Jeff, and optimism for the organization's continued impact in Western New York.
